As Condolezza Rice tours Europe, she has been valiantly trying to explain exactly what the United States is doing with prisoners held in "The War on Terror". It is readily apparent to those who have followed the discredited Bush administration's antics, exactly why Colin Powell didn't stay on as Secretary of State.
